    out a more strategic role in agriculture with a focus on agricultural water management A clear outcome of the consultations was that Member Countries would like active engagement in agriculture by the MRC Engagement is especially important for promoting closer two way collaboration on agricultural sector planning and for enabling development scenario modelling of agriculture forestry and land use change aspects and responses to climate change and for monitoring land use change Agricultural management and support is the responsibility of national agencies in the Mekong Basin but the options and agricultural plans developed imply water use and land use changes that affect production systems and can have cumulative transboundary and or basin scale impacts Complementary to this MRC s role is to understand and evaluate the combined effects of 1 development activities and 2 the potential effects across the Basin of medium and long term development planning by all Member Countries This role requires the integration of the many sectoral perspectives that involve water including aquatic ecosystems fisheries hydropower development potable water supplies navigation irrigation and agriculture MRC s Future Activities in the Agricultural Sector Since the MRC is primarily concerned with transboundary water resources management its prime focus is on understanding the hydrology of the Basin and in using this understanding to support and advise on the sustainable management and development of land and water resources with particular emphasis on improving the livelihoods of the poor Therefore future agricultural expertise and activities at MRC should focus on Land cover and land use and its implications for upstream watershed management and on downstream water availability and quality Agricultural water management including informal traditional water systems and irrigation and drainage management and development using both surface and ground water with a particular focus on cumulative and transboundary aspects as well as

  • Demonstration of Multi-functionality of Paddy Fields » Mekong River Commission
    Agriculture Irrigation and Forestry Programme AIFP The Project was primarily aiming to analyse various functions of paddy fields and their contributions on a basin wide scale Apart from food production paddy fields and paddy irrigation water have various functions including flood mitigation ground water recharge stabilising river flow and re use of irrigation water soil erosion control landslide prevention water purification microclimate mitigation protection of biodiversity nurturing of aquatic ecosystems and aquaculture organic waste processing and multiple domestic uses The first stage of the Project focused on data collection at both basin wide and an experimental field plot level Through this process the Project created several useful outputs such as Land use map which differentiates paddy fields from other agricultural land use Monthly rice planted area map Comparison map of planted area and rainfall Reviewed and updated an irrigation scheme database conducted basin wide data collection on irrigation land use rice cropping soil climate etc and established a GIS database on rice farming and irrigation Datasets are available through the Mekong River Commission MRC Data Portal Irrigation Water Use Assessment Map of monthly irrigation water use by scheme The second stage of the project focused on demonstrating selected functions using a quantified evaluation process Two teams of regional consultants carried out this analysis work Thai team in North East Thailand examined three functions flood mitigation nurturing of aquatic ecosystems and maintenance of agro ecosystem biodiversity and buffering farmers against environmental risks Vietnamese team studied four functions in the Mekong Delta flood mitigation soil conservation nurturing aqua ecosystems and socioeconomic functions The results of this work were presented at the wrap up workshop and Project reports are available in the MRC Agriculture and Irrigation Reports page Land Use Source MRC Month by month comparison of rice planted area rainfall in the

    Improvement of Irrigation Efficiency Rice production is the single biggest agricultural use of fresh water in the region Effective water use during paddy field irrigation is vital for both further agricultural development and development in other water related sectors The Improvement of Irrigation Efficiency on the Paddy Fields in the Lower Mekong Basin Project aimed to improve irrigation efficiency through provision of guidance to water managers Three objectives were defined to realise this aim Appraise irrigation efficiencies and irrigation systems based on modern approaches in selected irrigation schemes Enhance capacity of all the stakeholders in using modern concepts of irrigation efficiencies water balance and modern tools and procedures for their assessment and Produce guidelines for improving irrigation efficiency of paddy fields based on actual water use conditions in Member Countries The project conducted analysis of actual irrigation efficiencies based on intensive field observations at selected schemes and assessed the performance of those schemes in terms of technical managerial and institutional aspects and then produced guidelines based on findings from the field For the efficiencies analysis a modern approach towards water balance which took into account interactions between surface and ground water was applied For scheme performance assessment the Rapid Appraisal Process RAP jointly developed by FAO and the World Bank was applied as a diagnosis tool A RAP Training Workshop was held and initial Assessment report produced The Project achievements were presented on various occasions The Basic concept was introduced at an international conference in Chiang Rai Thailand in October 2006 Furthermore a paper on assessed irrigation efficiency and water productivity based on 2006 07 dry season observation was presented at the 3rd South East Asia Water Forum held in Kuala Lumpur in October 2007 All project reports are available in the MRC Agriculture and Irrigation Reports page Related Publications
